In St. Petersburg, they chose the concept of improving the reclamation of Vasilyevsky Island. The winner of the closed competition, which was held by the LSR Group together with the magazine “Project Baltia”, was the architectural bureau “Studio 44”. The project costs 1.7 billion rubles. it is planned to begin implementation in the third quarter of next year. Experts interviewed by RBC St. Petersburg fear that the project may seriously change during implementation - and the beautiful pictures that home buyers are attracted to will never be brought to life.

Aesthetics come first

As part of the “Park Line” competition, architects had to develop a concept for creating a park recreational area along the embankment of the Gulf of Finland in the southern part of the alluvial areas of Vasilyevsky Island. The site, 2 km long and 50 to 110 m wide, will be adjacent to the future blocks of the residential complex being implemented by LSR Group. She acted as the customer of the project.

According to the general director of LSR. Real Estate - North-West" by Dmitry Khodkevich, initially, according to the territory planning project, there was supposed to be a four-lane highway here, but later they decided to abandon this idea. “On Vasilyevsky Island there is not enough green space for public use - and therefore the idea arose to create a system of parks in alluvial areas. The coastline should be functional, aesthetic and creative,” said Larisa Kanunnikova, Deputy Chairman of the Committee on Urban Planning and Architecture of St. Petersburg.

Contest

Nine participants were shortlisted for the competition. These are the workshops “B2”, SSU-5 and Verte Landskap, “Khvoya”, MLA+, Liphart, “A.Len”, “Vitruvius and Sons” and Archattacka, the project group “Sreda Comfort”, as well as the developer of the architectural solution for the new residential complex - "Studio 44". The jury included officials from relevant departments, St. Petersburg architects and representatives of the customer.

Cathedral and colonnade

As one of the developers of the winning project, architect Anton Yak-Skryabin, said, the improvement idea envisages the creation of a certain type of activity in each of the courtyards. “More calm and creative types of pastime are provided in the southern and northern territories of the site, and the most active ones are in its central part,” explained Anton Yak-Skryabin.

The functional scheme includes the creation of sports grounds for people with disabilities, basketball and volleyball, table sports, and an area for playing with animals. It is also planned to build a cathedral, a colonnade, a central square, place a children's playground, a chess courtyard, and install outdoor exercise equipment.

Dmitry Khodkevich said that the concept is not final and it may change. The customer does not exclude the possibility of borrowing ideas from other participants whose projects took prizes. Chapter "LSR. Real Estate - North-West" also added that it is planned to begin construction of public spaces in the third quarter of 2019. The work will take place in four stages, in parallel with the construction of residential areas. The facility must be completed in 2028. The cost of the project is estimated by the developer at 1.7 billion rubles.

“Bite for beautiful pictures”

In a conversation with RBC St. Petersburg, Vladimir Linov, a member of the competition’s expert council, Honored Architect of Russia, positively assessed the concept of the winning project. He noted that the project has created a large number of public facilities, arranged in squares and in the park. He also noted the large paving areas in front of the built-in premises of the complex as a plus.

General Director of Tsytsin Architectural Workshop Sergei Tsytsin noted that today the concept meets international standards for landscaping, but drew attention to the fact that it may change significantly during implementation. "Most actual question- what will happen in the end. Developers love to create beautiful pictures that home buyers fall for, and then change and significantly reduce the cost of projects. Thus, the main thing now is that it doesn’t happen that the improvement is done on a residual basis,” Sergei Tsytsin told RBC St. Petersburg.

The director of the architectural bureau “Liteinaya Chast-91” Rafael Dayanov refused to comment on the project, as he is generally skeptical about the development of the alluvial territories of Vasilyevsky Island. “At one time, the coastline took so long to be designed, for which dozens of projects were developed, so that later it suddenly turned out to be an intra-block territory. As a result, a densely populated area with high-rise apartment buildings appeared there. There is a lot of undeveloped, abandoned land in the city, and as a result, island residential complexes are created that are inaccessible,” Rafael Dayanov shared his opinion.

CJSC Terra Nova, known as the contractor of the Marine Facade and the WHSD, has been deprived of the right to build on the coastal territory of the western part of Vasilyevsky Island. As follows from the message on the Smolny website, instead of comprehensive development of the territories, the alluvium is actually given over to infill development. At the same time, under the terms of the agreement with the investor, the city will be obliged to provide the already created residential areas with transport and social infrastructure at its own expense.

Earlier, RBC Petersburg said that residents of the developed alluvial territories are already experiencing a lack of infrastructure. According to Anton Finogenov, general director of the Urbanika Institute of Territorial Planning, the blame for what is happening lies not only with the investor, but also with officials.

“The situation around the alluvial territory on Vasilyevsky Island shows the lack of an integrated approach to urban planning in St. Petersburg. Instead of becoming new business card city, “Sea Façade” resembles another urban planning mistake. Without the promised business district, without parks, the territory is being developed in virtually the same format as Parnassus,” the expert noted in a conversation with RBC St. Petersburg.

Subtleties of strategic investing

“Terra Nova”, let us remind you, is implementing a project for the integrated development of a coastal area with an area of ​​476.9 hectares. As already, the company was registered in 2006. In February 2007, it received the status of a strategic investor and entered into an agreement with Smolny to implement a project to develop the territory. The agreement provided for the construction of a sea passenger terminal in the western part of Vasilyevsky Island.

In August 2016, Terra Nova applied to the Property Relations Committee (PRC) of Smolny with an application to purchase eight land plots in the northern part of the Vasileostrovsky alluvium. According to the agreement with the city government, the investor had to develop, coordinate and approve documentation on the planning of the territory, carry out land management and cadastral work at his own expense, as well as carry out work on creating alluvium and comprehensive development of the territory. The work must be completed by June 8, 2019.

According to kartoteka.ru, CJSC Terra Nova is wholly owned by the Cypriot Asattarius Ltd., which also owns a share (0.71%) in LLC Congress Center St. Petersburg. The main owner of the latter is First Quantum Transportation Ltd (95.76%), which was previously associated with former State Duma deputy from United Russia Vitaly Yuzhilin.

In 2015, the revenue of CJSC Terra Nova, according to kartoteka.ru, amounted to 6.5 million rubles. (in 2014 - 10.2 million rubles). At the same time, the company’s net loss in 2015 decreased to 307 million rubles. (in 2014 it amounted to 362 million rubles).

Partially fulfilled

However, as follows from the message on the city government website, the strategic investor did not fully fulfill its obligations. In particular, the agreement provided that the formed territory should have an absolute elevation of plus 2.9 m in the Baltic system (BS) of heights.

“To date, most of the cadastral plan of the land plot instead of the territory is occupied by the waters of the Gulf of Finland,” Smolny said in a statement. At the same time, the main part of the formed territory has absolute elevations of up to plus 1.8 ... 1.9 m BS.

The company did not respond to RBC St. Petersburg’s request about what Terra Nova’s reaction would be to Smolny’s claims.

For spot development

Smolny also has complaints regarding the pace of housing construction. It, according to officials, is not being implemented. Instead, the strategic investor “transfers, on contractual terms, the formed land for the implementation of housing construction for legal entities.”

Among the mentioned legal entities are a number of well-known companies in St. Petersburg: Vympel LLC (Seven Suns Development Group), Morskaya LLC construction company" and LLC "Northern Dvina" (GC "Leader Group"), LLC "Desna Capital" (ZAO "Renaissance Construction") and PJSC "Bank St. Petersburg".

In addition, the investor, as follows from Smolny’s message, has already organized the sale of land plots for development. To date, permits have already been received for the construction of housing with a total area of ​​445 thousand square meters. m. Now the city, under the terms of the agreement with the investor, will have to provide the new territory with social and transport infrastructure at the expense of the budget.

Alluvial areas on Vasilyevsky Island or the “Marine Façade” project have been created for more than 10 years. Currently less than 40% is ready.

On the island, construction plots were purchased by the following companies:

  • Glorax Development;
  • "Group Leader";
  • "LSR".

Pros of the location:

  • good ecology;
  • lack of industrial facilities;
  • fresh air;
  • view of the Gulf of Finland.

Among the disadvantages are:

  • undeveloped infrastructure;
  • almost complete absence of green areas;
  • strong wind from the bay.

The proximity of the territory to the WHSD is both a plus and a minus. On the one hand, you can quickly get to remote parts of the city, on the other hand there is noise and gas pollution.

In December 2016, the government of St. Petersburg set a plan for the construction of the Morskoy Facade metro station after 2028. Now the nearest metro station for this location is Primorskaya.

Project from LSR on alluvium

In September 2017, it became known that the developer LSR was laying out territory on Vasilievsky Island for the construction of a new quarter of the Morskaya Embankment residential complex. A total of 40 billion rubles will be spent to create the alluvium, and this process will take 2 years. That is, by 2019 the site will become available for construction.

LSR plans to have about 500 thousand square meters of housing. In addition to houses, trees, schools, kindergartens and other infrastructure will appear on the site. There is also a public park on the bay.

Construction will be completed in 2028.

The project has not yet been officially presented. It is only known that the development was carried out by architects from Studio 44. The City Council has already approved a project for 4 blocks in the southern part of the alluvium. And the developer intends to sell apartments at the start of sales at a price not lower than 100 thousand rubles per square meter.

The houses will be built in two lines, at different angles to the bay. This will help control the wind flow.

Golden City

In the north, the Golden City project from the Moscow developer Glorax Development borders the LSR site.

Construction of the business class quarter began in 2017. Completion of the entire project is 2024.

A total of 3 stages will be built. Currently, 2 buildings are being built with varying number of storeys from 6 to 17 floors. Construction technology - brick-monolithic.

The entire complex will have panoramic windows and loggias in each apartment. Lots for sale range from studios to 4-room apartments. Minimum base prices for apartments:

  • studio 24 m2 costs 2.4 million;
  • one-room 28 m2 – 3 million;
  • two-room 53 m2 – 4.7 million;

The cost per square meter ranges from 75 to 140 thousand rubles. The apartments are rented without finishing.


The buildings provide underground parking. The total number of apartments in the 2 buildings under construction is 573, and there are 319 parking spaces in the parking lot, and another 45 in the open parking lot.

The city obliged the developer to build kindergarten, school and access roads to the block. The entire infrastructure will be ready by 2024.

In addition to standard facilities, a public park and sports complexes will appear on the shore of the bay. But the previously announced beach will not be included in the project.

You also need to keep in mind that the reclamation of new territories by LSR is carried out at a distance of 80 meters from the complex. Judging by the project, the new houses will block the view of the bay for several Golden City buildings. Therefore, some apartments will have a view of the seaport, while others will not have a view of the water at all.

Bright world “I am a romantic” from Seven Suns Development

The comfort-class complex Bright World “I am a Romantic” became a pioneer on the alluvium. The first 5 houses have already been put into operation and occupied.

In addition to the usual residential buildings with apartments, a house with apartments, retail premises and a 9-story parking lot will be built. So far there are documents for construction until the 3rd quarter of 2018. Most likely construction will continue.


The block will include 2 kindergartens and a school, which must be built by the city. One kindergarten will begin accepting children next year. Trees and shrubs have already been planted in the block. A public and business complex building was constructed.

The apartments will be rented with a fine finish, but the furniture will no longer be as in the previously rented queues.

Project "Captains' Harbor" from Leader Group

The developer Leader Group announced the construction of the Captains' Harbor project several years ago.

Currently, Captain Nemo is under the roof. But it has not yet been commissioned, as it is not connected to communications. Also, pile fields have long been installed for the Magellan, Arthur Gray and Columbus residential complexes. Construction is not currently underway. There is no information about the further fate of the project.


Not only houses, schools and kindergartens will be on the alluvium. There are also areas for development of shopping centers and administrative buildings. Several sites are in municipal and private ownership, so it is still difficult to imagine the full appearance of the location.

Now on the alluvium there are problems with infrastructure and there are not enough green areas. After their appearance, you can expect a price increase of 1.5-2 times.

Vasileostrovsky district of St. Petersburg is located on the largest island in the Neva delta. A large number of new buildings in the Vasileostrovsky district are concentrated in the alluvial territories of the western and northern parts of the island, along the Gulf of Finland and in the Neva waters.

Unique geographical position gives the area a unique status of autonomy. One of the main advantages of the Vasileostrovsky district is its favorable environmental situation due to the proximity of the Neva and the concentration of large parks and green spaces.

Houses under construction

In the 90s, there was a certain skepticism about the construction of new buildings in the Vasileostrovsky district due to the threat of flooding. In the mid-2000s, interest flared up with renewed vigor among several developers at once, and construction began at a rapid pace, thanks to the use of new technologies.

The residential complexes under construction are mainly of the “comfort” class. A variety of layouts are offered: from studio apartments to spacious four-room apartments. Moreover, there are areas for dressing rooms and storage rooms everywhere.

Due to its prestige, prices for apartments in new buildings in the Vasileostrovsky district are quite high, but they are still lower in comparison with the Central or Petrogradsky districts.

Infrastructure deficiencies

Social infrastructure in the active development area does not yet exist. Schools, hospitals, kindergartens, large shops and entertainment complexes are located in the distance. But this situation will change dramatically in the next two years, when the houses will be put into operation.
