Although, of course, it’s difficult to say for sure now - we’ll see how things will be after the new year.

From a purely external perspective, the residential complex already leaves a pleasant impression. Low-rise buildings, bright colors of facades, glazed balconies, landscaped courtyards - a nice modern economy class. We have already considered the strengths and weaknesses of the project in earlier opinions of the portal. Today we can state that the main problems of the location remain the same: lack of social facilities and regular traffic jams on the Koltushskoye Highway during rush hours. Potential buyers need to be prepared for this. In the future, traffic along the Koltushi highway may become freer if the authorities implement the project announced this year to build a new highway north of Koltushi from to Orovo. However, this is not a matter of one year, because everything depends on funding. There is not enough money in the Leningrad region’s budget, and attempts to encourage developers to participate financially in this project have so far been unsuccessful.

The Wonders of the World project started almost four years ago. Buyers immediately appreciated the low-rise nature and good ecology of the new building's area, but the delivery date for the first phase of the complex was greatly delayed. What are they building?

The residential complex “Wonders of the World” is being built by the UNISTO Petrostal company on the territory of the Koltushsky rural settlement, near the village of Staraya, Vsevolozhsk district, Leningrad region. The new building is located in the east of St. Petersburg, seven kilometers from the Ring Road, next to Koltushskoye Highway.

The first part of the “Wonders of the World” project will consist of 15 four-story buildings, in which the “skeleton” will be monolithic, and the walls will be panel walls lined with ceramic bricks. There are three different types houses.

The houses of the first and second types are five-sectional and each are designed for 80 apartments (six buildings of each type), the houses of the third type are two-sectional with 36 apartments (three buildings). Construction of the first stage of the residential complex began on October 3, 2014; its commissioning was initially scheduled for the third quarter of 2017, but was then postponed to the fourth quarter of 2019. At the same time, the commissioning of individual buildings, according to the sales manager, is expected to be gradual: initially, five buildings in the 2nd and 3rd quarters of 2018 (a commission is currently working in them), for the remaining 10 buildings, the commissioning dates will be further clarified upward.

Who is building?

According to the project declaration, the developer of the Wonders of the World residential complex is Altair-Invest LLC. There is only one founder of the developer - UNISTO Petrostal Project LLC, which is part of the UNISTO Petrostal group of companies. The group includes more than 10 organizations and dates back to 1991.

UNISTO Petrostal Group of Companies is engaged in the construction, sale, operation and management of various types of real estate, provides customer and general contractor services, and the group’s competencies also include development and investment. The website of the Wonders of the World residential complex reports that UNISTO Petrostal has sold more than a hundred residential, commercial, industrial and social facilities. Currently, the group is building three large residential complexes - “Three Devyatkino Kingdom”, “Anninsky Park” and “Wonders of the World”.







In each of these residential complexes there were postponements of delivery dates, this is what users are mainly discussing on the forums. I have already mentioned “Wonders of the World”; the delivery of the third stage in “Anninsky Park” was postponed from the first quarter to the fourth quarter of 2018. In the TriDevyatkino Tsarstvo residential complex, the delivery dates for buildings 9 and 10 have been shifted - from the second quarter of 2017 to the second quarter of 2020.

According to reports from shareholders who broke the contract with the developer, the company never returned their money, so they turned to the prosecutor's office. Shareholders are also dissatisfied with the quality of construction. There are complaints about the glazing of balconies that leak, peeling wallpaper, and the use of the cheapest materials in “comfort” class finishing.

I would like to note that when I arrived at the construction site of the Wonders of the World residential complex on a weekday, there was complete silence there. I met only a few workers who were doing interior finishing work in the five buildings that had already been built. No more work was carried out there, although according to the plan, 10 more buildings should be built and finished by the end of 2019.

Developer reliability - 4 out of 10 points

UNISTO Petrostal builds a lot, some projects are delivered on time. But, judging by the studied project declarations, delays in delivery deadlines are not uncommon for the company, and for some houses they amount to three years. Shareholders are also dissatisfied with the quality of construction and the fact that they are not returned their money on time upon termination of the pre-employment contract.

It has general information about the new building, the location of the nearest infrastructure facilities is shown, there are layouts and prices for apartments. However, when you click on a specific layout, it remains a mystery in which building it is located, and you are asked to find out the details from the manager upon request. There is also brief information on finishing with photographs; photographs from the construction site are posted once a quarter, however, they are all small in size and cannot be enlarged.

The “Terms of Purchase” section lists possible payment options. The website provides information about the developer "UNISTO Petrostal", indicating the location, telephone number and opening hours of the sales office. It is interesting that the information about the office hours indicated in the header of the site does not correspond to the information specified in the “Contacts” section (the correct information is in “Contacts”). On the social network VKontakte I found five groups of the Wonders of the World residential complex, but the most numerous are two - one with 9.5 thousand participants, the other with 1265 people. In the latter, entries are made very rarely and it was clearly created only for the sale of apartments in residential complexes; in the first, the wall is actively replenished, but mainly with private advertisements - sale/purchase of apartments and more, entries about opening a business, there are even posts about missing dogs. I didn’t find a page for the complex on Facebook.

The most interesting information, as usual, is on real estate websites. The main complaints against the Wonders of the World residential complex are delays in commissioning. Frequent traffic jams on Koltushskoe Highway, overcrowding of kindergartens and schools near the residential complex under construction, and overly optimistic information about the infrastructure around the complex under construction are also discussed. Many emphasize that not having a car greatly limits the quality of life in the area.

The apartments, as I already mentioned, are sold with fine finishing. It includes laying laminate flooring, wallpapering for painting, installing veneered interior doors and a metal entrance door, tiling walls in bathrooms and installing plumbing fixtures from European manufacturers.

Heat will be provided by gas boiler houses. Gas stoves will be installed in the apartments, electric stoves in the studios (in the studios there is no wall between the living room and the kitchen, which is required by law when installing gas, so now only electric stoves are installed in them).

Housing geometry

In the Wonders of the World residential complex, buyers are offered apartments from studios to three-room apartments. The living area is comfortable: studios are about 28 sq. m. m, 1-room apartments from 38.7 to 44.4 sq. m. m, 2-room apartments - from 58.6 to 74 sq. m, 3-room apartments - from 78 to 94 sq. m. The apartments in the complex are spacious, the rooms are quite large. Among the minuses, I will note the uncomfortable pentagonal and zigzag rooms in studios and one-room apartments, small balconies and often large and uncomfortable hallways in two-room apartments and three-room apartments.

Site visit

I want to start by saying that it was a miracle that I found this complex under construction, since there was no sign for it anywhere on the road. As a result, I rolled around for a long time before I realized how to approach it. Because of the houses located along the Koltushskoye Highway and the hilly terrain, the Wonders of the World residential complex is almost invisible.

On the way to the complex, I saw a farm, and right next to the walls of the fence that encloses the new building, there was some kind of incomprehensible auxiliary construction site, or a building materials warehouse. There is no sales office at the construction site of the Wonders of the World residential complex, so we had to limit ourselves to inspecting it from behind the fence. The new building is clearly visible from the southeast side. Four buildings, already painted, with glazed balconies, were clearly visible.

There were no sounds coming from the construction site by which one could judge that any work was underway - there was complete silence, although it was the middle of the working day and working week. True, when leaving, I met three workers with tools who, apparently, were going to lunch. Only from this did I understand that interior finishing work was being carried out in the constructed buildings.

I must say, I was very surprised by this state of construction, since the stated (and already postponed once) completion date for the first stage of construction is scheduled for the fourth quarter of 2019, and there is not much time left to erect and finish 10 more buildings.

I was not able to visit the complex under construction and the sales office of the developer on the same day, so I went to the UNISTO Petrostal sales office, which is located in the Okhta House business center (Industrialny Prospekt, 44, building 2), on the next day. The office is open from Monday to Thursday from 9 am to 8 pm, on Friday from 9 am to 7 pm, on Saturday and Sunday from 10 am to 5 pm, which is convenient for a working person.

To obtain a pass to the business center, you must have an ID card with you. The sales office is located on the 9th floor, it is spacious, with several meeting booths, everything is conveniently organized. According to legend, I bought a two-room apartment. The manager printed out all the layouts of the remaining apartments for sale and told me their prices.








Currently, the Wonders of the World residential complex only sells apartments in five buildings, which have already been built and finishing work is being completed there. According to the manager, from June-July 2018, shareholders will be given keys (primarily to those who have already inspected the apartment). The remaining 10 buildings have not yet gone on sale, since their delivery dates will be revised; they also could not tell me the delivery dates for kindergartens and schools.

I note that the manager was calm, friendly, answered questions willingly and knowledgeably, she had no desire to force a purchase at any cost. According to the specialist, excursions will soon be held in the constructed buildings of the Wonders of the World residential complex, but they will need to be arranged in advance by telephone.

Service - 7 out of 10 points

There is no sales office at the construction site, so potential buyers will have to travel to two places located at a considerable distance from each other, which is especially inconvenient for those who do not have a car. An independent visit to the site allowed us to assess the location of the complex under construction and the infrastructure around it.

How to buy?

In the Wonders of the World residential complex, apartments can be purchased in accordance with 214-FZ for DDU. Housing is sold for 100% payment, installments and mortgage. When purchasing, you can use maternity capital and various subsidies.

Mortgages under agreements with the Wonders of the World residential complex are provided by several banks, namely: Sberbank and Uralsib (rate from 9.9%), Ak Bars (from 10.1%), Bank St. Petersburg (from 10. 25%) and Globex (rate from 11%). The interest rate depends on the size of the down payment and the selected loan program.

Now apartments that are sold with a mortgage and for full payment can be purchased with a discount of up to 20%. There is a 0% installment plan in three payments - 60%+20%+20% (there is a discount on the initial payment of 60%, and the remaining payments of 20% + 20% are repaid by the end of 2018 according to an agreed additional agreement). It is possible to purchase apartments with state support, subsidies and military certificates, mortgages with state support have a rate of 9.5%.

You can book an apartment for 14 days by phone without a deposit. When selling apartments under an equity participation agreement, it is registered with Rosreestr. For registration, the notarized consent of the spouse is required, if the shareholder is married, and the electronic signature key.

Registration of preschool education is carried out through an electronic service by a representative of UNISTO Petrostal and costs 10,000 rubles. Registration of ownership in constructed apartments will cost the same amount.

Among the promotional offers on the developer’s website, the following offer is posted: “Last ready-made studio apartments of 28 sq. m. m from 1,779,000 rubles.”

Purchase scheme - 8 out of 10 points

The purchase scheme is standard. The downside is that there are a small number of banks for obtaining a mortgage; you additionally need to spend money on services for registering a child-only home and property.

How much?

I should immediately note that the apartments located on the first and last floors of the Wonders of the World residential complex are quite different in price from apartments on the intermediate floors. The cost of identical apartments on the 1st and 4th floors and on the 2nd and 3rd floors may differ by 300-600 thousand rubles.

As I already mentioned, apartments are currently for sale in five buildings, which have already been built and finishing work is already being completed. At the sales office of the developer of the Wonders of the World residential complex in May 2018, I was provided with the following prices for apartments on the 1st floor (these are prices with a 20% discount, which is currently provided with 100% payment and when applying for a mortgage):

One and a half kilometers from our complex in the village of Staraya, the Aquatern ISK company is building a monolithic brick 9-story residential complex "Harmony". The completion date for this complex is the third quarter of 2018. The apartments are delivered turnkey, or you can choose an apartment prepared for “fine” finishing.

In the same village Koltushskaya construction company is building two residential complexes “Central” and “Pavlovsky”. Residential complex "Central" is a monolithic panel project with a height of 16 floors with a completion date of the fourth quarter of 2018. The apartments are sold with a fine finish.

The Pavlovsky residential complex has been commissioned; it is a panel complex consisting of two buildings 12 floors high. Housing is transferred to shareholders with pre-finishing finishing.

Prices - 6 out of 10 points

Prices in the Wonders of the World residential complex are generally comparable to the cost of apartments from other developers in the area; only the completed project is significantly more expensive. However, there are complexes with more affordable prices for housing and early change, this is, for example, one-room apartments in the residential complex "Harmony", two-room apartments in the residential complex "Central". It is worth considering that in the “Wonders of the World” the commissioning dates were postponed, and the residents of the first stage will have to live for a long time next to the construction site with all the ensuing disadvantages.

Ways-roads

As I wrote above, the Wonders of the World residential complex is located seven kilometers from the Ring Road (that’s 10 minutes by car). That is, if you had a car, you could get to the central regions of St. Petersburg quite quickly along the ring road, if not for the constant traffic jams and poor condition of the road surface on Koltushskoye Highway. And a person who uses public transport to get to the Ladozhskaya or Ulitsa Dybenko metro station may need more than an hour.

From Ladozhskaya to the Wonders of the World residential complex can be reached by buses No. 531, 532, 429 and minibuses No. 533 and 531A. From the Ulitsa Dybenko metro station you can get to the new building by bus No. 492. You still have to walk 7-10 minutes from the stop on Koltushskoe Highway to the complex itself along a road without a sidewalk.

Transport accessibility - 4 out of 10 points

For motorists, the advantage is the proximity to the ring road, and the disadvantage is constant traffic jams and a bad road. There are no advantages for pedestrians, only complete disadvantages: the residential complex is located far from the nearest metro stations, you can get to them either by minibuses or by buses, and over a long and poorly predictable period of time.

Infrastructure

The Wonders of the World residential complex is located near the villages of Staraya and Koltushi, as well as the village of Pavlovo. Fields stretch to the east and south of the new building, and the area between Koltushskoye Highway and the residential complex is built up with private one-story houses. There are no infrastructure facilities nearby; they are all located on the other side of the busy Koltush highway.

To the nearest grocery chain store you need to walk 800 meters, and you also have to cross the highway. It’s about a kilometer and a half to the kindergarten, which is about 17 minutes on foot, but it’s completely full, and it’s about the same distance to the school. So, at first, future residents will have to travel considerable distances to buy groceries, household goods, medicines and take their children to kindergarten and school. The nearest medical institutions in the village of Pavlovo are an outpatient clinic, which is located at a distance of about two kilometers and provides medical care to adults and children.

In the first stage, infrastructure facilities will not be built on the territory of the complex under construction. And the construction dates for the schools and kindergartens promised by the long-term project have not yet been announced anywhere. At least the sales manager couldn't answer this question.

The developer undertakes to landscape the surrounding area and improve the courtyards. Each yard is equipped with children's and sports grounds, areas for recreation and walking. It is planned to fence the entire complex around the perimeter and install video surveillance. The first part of the development also includes the construction of 16 open-air parking lots with a total of 496 spaces, including guest parking for 25 places.

One can note the good ecology in the area of ​​the new building: sufficient distance from the ring road, location on a relative hill, surrounded by fields. Not far from the Wonders of the World residential complex there is a lake with a beach where you can swim on hot days.

Infrastructure - 3 out of 10 points

New residents will have to go across the Koltushskoye Highway to get essential products; a kindergarten, school and outpatient clinic are also located beyond the highway, which is bad from a safety point of view. We will have to wait a long time for our own infrastructure facilities.

Summary

To summarize, I would like to say that the residential complex “Wonders of the World” is attractive primarily due to its ecology and low number of storeys. The apartments under construction are spacious, even studios with a total area of ​​more than 28 square meters. meters. All apartments are rented fully furnished.

A plus is the presence of open parking lots, but the number of parking spaces there is much less than the number of apartments (there are only 496 spaces for 1068 apartments), and living in this residential complex without a car is uncomfortable.

The disadvantages of the project are difficulties with transport accessibility, this is especially important for those new settlers who work in St. Petersburg and do not have a car. But having a car doesn’t improve the situation much due to constant traffic jams and the poor condition of the Koltushskoye Highway.

Let me remind you that the commissioning of the first stage was postponed by more than two years. And although the first five houses in this phase are already at the final stage, the delivery dates for the remaining 10 houses will be further revised upward. The construction period for kindergartens and schools has not been determined at all, which is the first thing to consider for buyers with children.

The new building of the Wonders of the World residential complex, based on the sum of all factors and taking into account significant delays in the completion date of the first stage, receives 5 points.
